Capital of Liaoning province

Shenyang is the economic, transportation, commercial, political and cultural center of Liaoning province, and the site of the Liaoning provincial government and the people's congress. Shenyang has 7.17 million inhabitants, with 4.64 million dwelling in the city proper. According to the urban agglomerations list by the United Nations, Shenyang ranks 52nd among the world's most populated cities, and 10th within China. In the ranking of "Most Competitive Cities of China in 2010", Shenyang ranked 10th in the Chinese mainland and 14th among 294 cities in China (including Hong Kong, Macao, Taipei and Kaohsiung). The ranking is based on an index published annually by the China Academy of Social Science and compares eight indicators: human resources, enterprises, industries, public sector, living environment, business environment, innovation and social environment. Shenyang has jurisdiction over nine districts, one county-level city and three counties, with a total area of 13,000 square kilometers, in which the urban area is 3,495 square kilometers.

Geographical advantages

Situated in the south of Northeast China and the middle area of Liaoning province, Shenyang embraces stretches of plains with mountains and hills located in the southeast, with the Liaohe River, Hunhe River and Xiushuihe River running through the city. Shenyang features a semi-humid continental climate with temperatures between -29 C and 36 C, and an annual average temperature of 8.3 C.

Its annual precipitation is 500 mm, and its annual frost-free period is 183 days. Affected by monsoons, Shenyang sees concentrated rainfall with sharp temperature differences and four distinct seasons.

Being the biggest city of Northeast China with a broad range of industries, Shenyang is both the center of the Northeast Asia Economic Zone and the Bohai Economic Rim. Throughout its development history, the city has also held a major strategic position in the military field.

Shenyang, together with seven other major cities within a distance of 150 kilometers, makes up the Shenyang Metropolitan Area. These eight cities specialize in either basic or processing industries supplementary to each other. They have abundant resources and related high-end technologies.

Transportation in Shenyang is well developed and constantly being extended. Shenyang Taoxian International Airport is the biggest airport in Northeast China. Its railway and highway network matches the highest level in China. In terms of waterways, Dalian Port and Yingkou Port are less than 400 kilometers away from Shenyang. Another seaport nearby, Jinzhou Port, is under construction.

Foreign trade and investment

Shenyang enjoys rapid growth in foreign trade, with both imports and exports increasing significantly between 2005-2008. Foreign direct investment in Shenyang grew quickly to reach a share of 34 percent of all foreign investment in the province in 2009.

To attract more investors to Shenyang, the city government has been improving its services in investment in recent years, receiving good feedback from foreign investors in Shenyang. Almost 50 Global Fortune 500 enterprises reside there already, including BMW, General Electric, Siemens, HSBC and BASF.

Shenyang is a convenient city to live in, with public facilities quite easily accessible. It has a complete public transportation system, and the first subway line was put into use in Sept 2010.
